Definition of mechanical and electrical products: Mechanical and electrical products refer to a variety of agricultural tools, machinery, electrical, electronic performance of production equipment and household appliances produced by mechanical, electrical, electronic equipment。It generally includes mechanical equipment, electrical equipment, means of transport, electronic products, electrical products, instruments, metal products and their parts。
What is used equipment？
(a) has been used (excluding pre-use test and debugging equipment), still has basic functions and certain use value;
(b) not used but beyond the quality guarantee period (not the warranty period);
(3) It is not used, but the storage time is too long, and the parts have obvious tangible losses;
(4) mixing of new and old parts;
(5)翻新。
The state prohibits the import of used mechanical and electrical products。
(A) Prohibited import of used machinery catalog (Ministry of Commerce No. 6 in 018)

(3) Used mechanical and electrical products of industrial and commercial compressors using CFCS as refrigerants。(See Annex to Announcement No. 117 of the Ministry of Commerce, General Administration of Customs, General Administration of Quality Supervision, Inspection and Quarantine and State Environmental Protection Administration for details)
(4) Old household electrical appliances using CFCS as refrigerants and blowing agents and old mechanical and electrical products using CFCS as refrigeration working substances。(See Annex No. 2007200 of Environmental Protection Administration, National Development and Reform Commission, Ministry of Commerce, General Administration of Customs and General Administration of Quality Supervision, Inspection and Quarantine for details)
Used equipmentImport declaration思路：
First determine the customs code (HS) of the equipment, confirm whether it is allowed to import, and whether it involves the import of mechanical and electrical certificates。
Then determine whether pre-shipment inspection and quarantine is required or no pre-shipment inspection and quarantine is required。For example, most old molds are free。
Confirm whether the foreign nameplate is in good condition, whether it has the model, year of production and other information。
If the Ministry of used mechanical and electrical equipment allows the import, the import of used equipment shall be directly abandoned。
If import is allowed without loading, direct delivery will be made。
If pre-shipment inspection and quarantine is required, import after passing the pre-shipment inspection and quarantine。At present, China's pre-shipment inspection and quarantine is operated by China National Inspection Corporation。It is recommended to find their branch office nearby。
After passing the pre-shipment inspection and quarantine, the import mechanical and electrical certificate can be directly applied for。
If it is heavy, do not rush to air freight, the cost of air freight and destination port is more expensive than sea freight。
Import involves:
The import price review does not mean that the purchase price is taxed at the rate of the purchase price。The Customs shall calculate the salvage value of the used mechanical and electrical equipment。
Import inspection
Commodity inspection transfer, the final commodity inspection will generally go to the last place to check the equipment, check good before use, attention!Don't use it before it's bad, or you'll be fined。
Precautions for import declaration of used equipment。
(1) Uncertain goods can be determined through the online consultation of imported used mechanical and electrical products quality and safety management information service platform;
(2) The goods information must be consistent with the arrival of goods, complete and correct;
(3) Used mechanical and electrical products within the scope of pre-inspection must be imported after pre-inspection;
Precautions for pre-shipment inspection are as follows:
1.Appearance inspection of goods:
(1) Whether the imported used mechanical and electrical products conform to the state approved projects。Verify whether the relevant products meet the requirements of mandatory product certification system and import quality license management according to the current entry verification regulations;
(2) Check the appearance and packaging of imported used mechanical and electrical products for appearance defects and damage;
(3) Check whether the name, specification, model, quantity, origin, date of manufacture, old and new conditions, price and other actual conditions of the goods are consistent with the contract or agreement。
2.Check the safety items according to the national mandatory standards for electrical safety and mechanical safety of mechanical and electrical products:
(1) Check the safety marks and warning marks of the goods;
(2) Check the safety of protective devices, electrical parts and mechanical parts of the goods in a static state;
(3) Check the safety, reliability and stability of the goods in the running state。
3.Health and environmental protection project inspection in accordance with the national mandatory standards for health and environmental protection:
(1) Inspect the sanitary condition of the goods;
(2) Test whether the noise, dust content, radiation and emissions of the goods in the operating state meet the standards。
4.Verify the effectiveness of technical and corrective actions identified before shipment。
5.The inspection of other items may be carried out in accordance with the relevant provisions of similar mechanical and electrical products。
